STANDOFF-In Ministry of Health on reshuffles

The National Minister of Health, Elizabeth Achuei Ayol has locked horns with her undersecretary, Dr. Anib Majur of the reshuffling of the directors at the Juba Teaching Hospital (JTH)

Dr. Majur acted on orders and directives of the Vice President Hussein Abdelbagi Akol who is the service cluster docket holder.

Juba Teaching (JTH), the only national referral hospital had in the past been rocked by series of sit-down strike of interns, nurses and medical officers demanding thousands of pounds ofunpaid arrears and poor working conditions.

In an effort to address the strike that strained services at the hospital, Akol, bypassed Minister Achuei and directed Dr. Anib the Undersecretary to ‘conduct necessary changes’ to reform the administration of JTH.

In his letter dated October 10, obtained by Juba Monitor, Akolwrote: “I hereby direct the honourable undersecretary of the Ministry of Health to conduct the following;

“1. Commissioning of the reviewing and reconstructing of the management of the JTH,

“2. Conduct necessary changes in the management of the JTH that may assist in finding amicable solution to the ongoing crisis at the institution,

“3. Address the persistent issue of the doctors’ mess and ensure that the right doctors working at the JTH are accommodated.

“4. Look after the new occupants of the doctors ‘mess in term of their welfare,” read in part the letter from the vice president which directed the Undersecretary to implement the directive and report back to him within three days.

As directed, Dr. Anib went ahead and sacked and reassigned about seven director-generals and directors of JTH in a letter dated Oct 10, 2021.

In the letter acquired, Dr. Anib’s new administration looked as written below.

Dr. Alier Nyok, was appointed as Director General for Medical Services and Dr. ThuouLoi, as Director General Training and Professional Development.

Dr. Michael Samuel Mading, was reassigned as DirectorGeneral Policy and Planning while Mrs. Janet Michael became the new Director General for Reproductive Health.

She also appointed Dr. Frederick KhamisTawad as the Director General of Juba Teaching Hospital and deputized by Dr. GarangDakjur.

Dr. Brian Madisonwas made the new Director for Training and Professional Development.

In an apparent retaliation to scheme by her boss, Akol and her junior Dr. Anib to sideline her, Elizabeth Achuei Yol in her ministerial order dated October 15, cancelled all the appointments, reassignments, transfers of director-generals and directors commissioned by the undersecretary Dr. Anib.

“In exercise of the power conferred upon me under Article 114 (2) ( c) and Article 31 of the Transitional Constitution of the Republic of South Sudan 2011 (as amended), read together with the Republican Decree No: 222/2020; I Hon. Elizabeth Achuei Yol, the Minister for Health, do hereby issue this Ministerial order,

“1. Cancelling all the appointment, reassignment and transfer of Directors and Directors General at Ministry of Health and Juba Teaching Hospital as per orders and letter dated October 10th 2021 and Ref/MoH/0/10 as issued by the undersecretary,” reads part of Ministerial order.

“2. This includes by extension, all subsequent appointments, decisions and directives made by the undersecretary without prior consultation with the Minister,” it added.

Minister Yol directed the undersecretary to take the necessary measures and immediately implement orders.
