Speech by H.E. Chinese Ambassador He Xiangdong at the Ground-breaking Ceremony of the China-aided Project of Modernization and Expansion of Juba Teaching Hospital of South Sudan (Sept. 30, 2017)
Your Excellency Gen. Salva Kiir Mayardit, the president of the Republic of South Sudan.
Your Right Honorable Anthony Lino Makana, Speaker of the Transitional National Legislative Assembly.

Ladies and Gentlemen:
It’s my great pleasure today to join you at the ground-breaking ceremony of Modernization and Expansion of Juba Teaching Hospital, which is financed with grant of the Chinese Government.
The projects mainly include the Out-patient and Emergency Block, Obstetrics and Gynecology Department, and China Medical Team Dormitory, with gross floor area of about 13,450㎡. In addition, the Chinese side will provide modern medical equipment as well as one year technical cooperation after project completion. The project is another cornerstone of China-South Sudan friendship. Two years from now on, we are going to see a modern health facility and a new landmark in Juba.
Your Excellency the President,
China attaches great importance to the friendly relations with South Sudan. In the past six years since the independence of South Sudan, the friendly cooperation between our two countries has made great achievements. The political ties keeps enhancing and two countries support each other in the international arena. China actively supports the peace process of South Sudan and dispatches largest number of peace-keeping force among UN Security Council permanent member states. In terms of trade, investment and assistance, we are proud to say that China has become one of the most reliable partners of South Sudan.
The total bilateral trade has reached to more the 12 billion USD. Out of which, South Sudanese export to China accounts for more than 92%. China is South Sudan’s largest source of investment, with accumulated investment volume of 5 billion USD. There are more than 120 Chinese businesses registered in South Sudan covering the oil sector, real estate, construction and service, clinics and merchants.
Following the ten major cooperation plans announced by H.E. Chinese President Xi Jingping at the Johannesburg Summit of Forum on China-Africa Cooperation in December 2015, China will further cement the cooperation with South Sudan focusing on the priorities of oil cooperation, public health, education and capacity building, infrastructure, agriculture modernization, public facilities, environment protection, which will directly benefit the livelihood of the people and in favour of the social-economic development of the nation.
In addition to the continuation of gratis assistance to address both humanitarian and development needs, the Chinese Government encourages more Chinese companies and entrepreneurs to invest in South Sudan and Chinese financial institutions to support critical projects of South Sudan. It is glad to know that China National Petroleum Corporation (CNPC) and international partners have been working hard and managed to increase the oil production. China EXIM Bank has agreed to finance the Juba-Torit Road Upgrading Project and Shandong Hi-Speed is in full gear preparing for an earlier start of the construction.
Ladies and Gentlemen,
Being the youngest country of the world, South Sudan is building from scratch. Being the largest developing country, China has achieved remarkable success after about 40 years of reform and opening up. The two countries are highly complementary in various sectors. China is keen to share its successful experience with South Sudan and the bilateral cooperation is of great potential.
However, no development can take place in the absence of peace and no peace can sustain without development. We wish a smooth and steady resumption of peace and stability in South Sudan.
Achieving peace in South Sudan requires all parties to engage in peaceful dialogue in the spirit of mutual understanding and compromising. It is China’s hope that the National Dialogue initiated by H.E. President Salva Kiir and IGAD-led High Level Revitalization Forum will yield substantial results and bring peace back to South Sudan. China will always be a sincere and reliable partner of South Sudan in its peace and development process. Let us join hands in this endeavor.
