Peace and unity require good governance
By Omuno Mogga Otto
People of Bahr el Ghazal have spoken out. They have made up their mind after the National dialogue conference kicked off some days ago in Wau.
The projected regional conference for the three greater regions first started in Bahr el Ghazal region. The Steering committee of the National Dialogue will also conduct regional conferences in Upper Nile and Equatoria region after completing the conference in the region of Bahr el Ghazal region.
A team from the National dialogue went for a one week’s regional conference in Bahr el Ghazal region. The outcome of the regional conference held in Wau was in favor of federal system of governance. The people of Bahr el Ghazal have popularly demanded for the federal system of governance in the country.
We can continue to talk about unity of the country. Our politicians can talk and focus on peace building. But real peace and strong unity requires a system of governance which will focus on federalism. That is what is being demanded in every corner of the country.
The idea of holding a National dialogue was to seek for opinions, comments and views of the public meant to consider the demand of the public about the system of governance.
Peace is not only about ending the sound of guns. It is connected with many good things and ideas such as changing the current system of governance which has tarnished the image of the country to a good one currently wanted by the citizens.
The current system of governance has not helped a lot in promoting a strong unity of our people in the country. Instead it has made things worse than expected. Many people are now saying that all the problems in the country wouldn’t have existed from the beginning if the system of governance was federal right from the time the country became independent in 2011. The current system has contributed to conflict, ethnic hatred and even corruption.
I am sure the habit of ethnic division will significantly drop if the current system of governance is replaced with federalism.
One of the reasons which contributed to conflict between South Sudanese and the Islamic system in Sudan during the time of civil war was based on the question of system of governance. At that time the people of South Sudan were seriously demanding for federalism.
Federalism is not bad. I am sure it is going to be a better option to end the political confusion in the country. The saga of federal system is available in the Revitalized – Agreement on the Resolution of Conflict in South Sudan (R-ARCSS). It was not clearly addressed in the implementation matrix of the agreement. How and when will it be clearly put in implementation program is what the public wanted to know. The role of the government is to provide good service to the people. Good service will only come or reach to our people if the popular demand of the public about changing the current system of governance to real federalism is implemented without delay.
The role of the government is to ensure smooth running of good system of leadership. I believe good system of leadership will arise if the federalism is implemented appropriately. A wise leader always listens to what his or her people want. A wise leader should always do what would make his people happy and peacefully coexisting. The current leadership should implement federalism so that our country will move in the right direction.
Changing the country to a peaceful and prosperous nation requires federalism. The majority of our people are calling for federalism. The government should implement it so as to safe the nation from any future crisis.
