Juba to benefit from 2016-2018 China-Africa cooperation plans

Juba Monitor in an interview with H.E. Chinese Ambassador to Juba Ma Qiang about coordinators’ summit of the forum on Chine-Africa Cooperation (FOCAC)

Question1. In a concise footnote of the forum on China-Africa cooperation (FOCAC), may you explain what it meant?  

The Johannesburg Summit last December opened a new era of win-win cooperation and common development between China and Africa, and marked a milestone in the history of China-Africa relations. African leaders and I had an in-depth discussion on our cooperation, upgraded the China-Africa relationship to a comprehensive strategic and cooperative partnership, put forward ten cooperation plans for the next three years, and drew a new blueprint of win-win cooperation and common development for China and Africa.

In order to jointly push forward the implementation of the follow-up actions of the Johannesburg Summit of the FOCAC, and provide new driving force for the implementation of the Forum on China-Africa Cooperation Johannesburg Action Plan (2016-2018), Coordinators from the People’s Republic of China, 51 African countries and the African Union Commission held a meeting of Coordinators in Beijing on 29 July 2016.

The meeting witnessed high profile and had great popularity both in china and African countries attached great importance to the meeting

The fruit of the meeting are significantly tangible in a sense that government officials, enterprises and financial institutions in China and African countries conducted intensive bilateral meetings and consultations at the sideline of the coordinators meeting.

At the signing ceremony on 28 July 2016, China and African countries have signed 61 cooperative agreements; a total volume of 18.2 billion USD is involved, among which 14.8 billion USD is for direct investment and commercial loans by Chinese enterprises to Africa, accounting for more than 80% of the total volume

Cooperative mechanism and pattern of China-Africa cooperation has been perfected in the background of sluggish world economy; China-Africa enjoys sound development showing vigor and vitality

The implementation of the fruit of the FOCAC Johannesburg summit has become the powerful driving force for China-Africa cooperation; 60 million USD of fund support serves as a catalyst to promote investment and financing in various areas

Question2. How can South Sudan benefit from the fruits of the Johannesburg Summit of FOCAC?

Answer: In December 2015, H.E. Gen. Silva Kiir Mayardit led a high level delegation to participate in the Johannesburg Summit of FOCAC; and in early June, 2016, the Inter-ministerial Working and Coordinating Mechanism of the Transitional Government of National Unity Chaired by Foreign Affairs Minister Deng Alor Kuol, established a body to implement the fruits of the Johannesburg Summit.

Chinese Embassy in South Sudan has been working closely with South Sudanese Working Mechanism in the past months. Deng Alor Kuol, led a delegation to Beijing to attend this Coordinators’ Meeting; and at the sideline of the meeting, he met H.E. Wang Yi, Chinese Foreign Minister, and heads of major enterprises and financial institutions, reaching a number of consensus on the practical cooperation between China and South Sudan.

The purpose of China initiating the coordinators’ meeting at this time is, by taking stock of the delivery of summit outcomes, to align our thinking, build consensus, overcome challenges and difficulties, share experience and promote cooperation, so that we can pool the wisdom and strength of both sides and give a leg up to the implementation work. This will present a new historic opportunity for the cooperative development of China and Africa.

China is glad to see that both sides are committed to win-win cooperation and common development. Today, over 100 Chinese and African ministerial-level officials are gathering in Beijing to discuss cooperation and development. The meeting has far exceeded our expectations in terms of the size and level of participation as well as the number of deliverables. I have no doubt that this meeting will lend strong impetus to the delivery of summit outcomes and help the people of China, Africa and the whole world see the vast prospects of our cooperation and development.

Question3. What was the main aim of the coordinator’s meeting in Beijing?

The aim of the coordinator’s meeting was to jointly push the implementation of the follow-up actions of the Johannesburg summit of the FOCAC last December; and to provide new driving force for the implementation of the forum on China-Africa cooperation Johannesburg action plan (2016-2018) which involves coordinators from the Republic of China, 51 African countries and the African Union commission.

Question4. After the Johannesburg summit of FOCAC, what has been done to implement the fruits of the summit?

China and Africa have reached a great deal of cooperative agreements and made remarkable achievements after the Johannesburg summit of FOCAC.

A total of 50.7 billion USD is involved among which 46 billion is for the direct investment and commercial loans by Chinese enterprises to Africa, accounting to more than 91% of the total volume

Both side reaffirmed their readiness to make join efforts to promote industrializations and agricultural modernization in Africa through industry alignment, transfer of technology and human resources capacity development which focus on industry alignment and production capacity cooperation between China and Africa

To push forward the implementation of the follow-up actions of the ten cooperation plans and the forum on the China-Africa cooperation action plan 2016-2018 in a safe, orderly and efficient way

Question5. As we all know that Chinese peace keeper were among the victims in Juba, what is the response of China government about the killed peace keepers?

I sincerely hope that South Sudan could achieve its peace and stability as soon as possible and the reconstruction of this young nation could be accelerated.   

I would like to take this opportunity to reiterate that Chinese government condemns in the strongest terms the barbaric attack on Chinese peace-keepers which happened on July 10 2016, killing 2 soldiers and wounding 5.

We strongly urge the South Sudanese Government to take a serious and hundred -percent investigation of this attack and severely punish the perpetrators.

The Chinese kindly requests that the South Sudanese take concrete measures to protect the personal and safety of property of Chinese nationals in South Sudan. We also call upon the two conflicting parties to halt all hostilities and resume the implementation of the peace agreement.

I met with the President and I asked him to investigate the looting of Chinese company in Magwi; I explain to President Kiir, this incident has disappointed Chinese people and raise emotion to South Sudan because after the Johannsburg meeting, I personally encouraged Chinese companies and businessmen to join peaceful reconstruction of South Sudan after the peace agreement.

President Kiir promised to form a committee to investigate the criminal act and punish those involved in the looting.
