Gov’t to boost bilateral relations with Philippines said DR. WANI IGGA

Vice President Dr. James Wani Igga has disclosed that the country will establish and boost bilateral relations with the government of Philippines.

Dr. Igga made the statement after his graduation with doctorate from Bulacan State University last week.

“Today we are happy. It is the day of our official graduation with Doctorate of Business Administration specializing in Taxation Policy for Business Investment. We are three South Sudanese, Ambassador Dr. Arop Deng Kuol and Dr. Mabe Bosco and I,” he said.

“The government and the people of South Sudan would establish bilateral relations with the government and people of Philippines in the field of education and health,” he continued.

He appreciated the University Administration and its entire staff for laboring hard in giving them knowledge for the last four years.

“We are thankful to the staff of the University who laboured for this four and half years giving us knowledge in a very dedicated manner; particularly my panel that examined me at the last defense of my dissertation,” Dr. Igga said in a statement. “We are happy to the government of Philippines for facilitating our studies here in this University which is over 113 years old,” he added.

Dr. Igga expressed his happiness to graduate together with two other South Sudanese who also attained their doctorates at the same university.

“Ambassador Dr. Arop Deng Kuol who specialized on oil and gas covenant implications on operational efficiency of petroleum companies in the South Sudan and Dr. Mabe Bosco Eluzai who specialized in fiscal policy on infrastructure development; implications on business success in South Sudan,” he said.

He explained the importance of further studies quoting personalities like former US President late John F. Kennedy, late President of South Africa Nelson Mandela and former UN Secretary General Kofi Annan.

“The former US President, Late John F. Kennedy once said “Our progress as a nation cannot be swifter than our progress in education. The human mind is our fundamental resource”. Late South African President, Nelson Mandela also said “Education is the most powerful weapon which you can use to change the world”, and also the Former UN Secretary General, Kofi Annan said “Knowledge is power. Information is liberating. Education is the premise of progress in every society and family”.

Dr. Igga graduated on June 13th, 2017 with a Doctorate Degree in Taxation Policy for Business Investment, the case of the Republic of South Sudan from Bulacan State University in the Republic of Philippines.

He was born in 1949 in Kirillo village, Juba County. He started his education in Karpeto bush school in 1959.

He went to Okaru for his elementary as well as the first 2 years of intermediate school from 1962 -1965. When Okaru was disturbed by the civil unrest, he joined Government Intermediate in Tonj from where he joined Rumbek Secondary School in 1972.

He studied in Cairo University where he helped form the Juwama Africa Patriotic Organization (JAPO) as its first chairman until he joined SPLM/A early in 1985. Upon joining SPLM and entering the military training, Igga was first promoted to captain.

In 1986, he attended a Division Commanders’ course in Cuba, following its completion; he was promoted to the SPLM Political-Military High Command. He was elected SPLM Secretary General, and currently he is the SPLM vice chairman and Vice President of the Republic of South Sudan. In 2013, Igga graduated with a Master’s degree in Transformational Leadership and Change from the University of Greenwich, London.

As for Ambassador Dr. Arop Deng Kuol, he is currently the Director General for Bilateral and Regional Relations, Ministry of Foreign Affairs and International Cooperation. He obtained Diploma in Electronics at Addis Ababa Institute of Technology in 1998, Certificate in Conflict Resolution from the University of Austria in 2002, Certificate in International Relations and Diplomacy in Clingendael Institute for Diplomacy and International Relations in the Netherlands in 2003, Master Degree in Management and Transformational Leadership from 2009-2011 and on June 13, 2017 Dr. Kuol graduated with Doctorate Degree of Philosophy (Ph.D.) in Business Administration  from Bulacan State University, Philippines,  specializing in Oil and Gas Covenants Implications: On Operational Efficiency of petroleum Companies.

Dr. Mabe Bosco Eluzai was born on June 3rd, 1981 in Yei River County, South Sudan. He started his education in 1985 at the age of four in Christ the King Nursery school in Yei and went to Kaya Primary School from 1991 to 1996 then later joined Refugee school in Uganda. At the Ordinary level, between 1997 and 2000, Mabe went to Nyangilia Secondary School and Yumbe Secondary School in Northern Uganda where he studied: Mathematics, Economics, Commerce, English, Physics, Chemistry, Biology, Religion, History, and Geography. In 2000, he was awarded the Uganda Certificate of Education.

Dr. Mabe joined High School at Mvara Secondary School in Arua District, Uganda where he was awarded the Uganda Advanced Certificate of Education (UACE) in 2002. At that level he studied History, Economics (Introductory Micro and Macro Economics, Mathematical Economics), Geography (Physical Geography, World Problems and Development (WPD), and Divinity.

Dr. Mabe studied Transformational Leadership and Change at the University of Greenwich London, (United Kingdom) May 2011 – June 2013 and was awarded a Master’s Degree. At the Bachelor’s Degree level, Mabe studied at Makerere University in Kampala – Uganda, (September 2003 – June 2006) and was awarded a BA Economics.

On June 13, 2017, Mabe graduated with a Ph.D. in Business Administration, specializing in fiscal policy on infrastructure development; implications on business success in South Sudan  from the Bulacan State University, City of Malolos, Philippines.

After graduation, President of the University Dr. Cecilia Gascon appealed to the graduates to be peacemakers and fear God. She called on the graduates to translate the knowledge into practice for the benefit of the nation and societies they come from.

“We have power in doing holy in life and finding happiness and peace in your hearts. In doing so, remember not to trade your principles, faith and relationships for money that other people who think should be the master of happiness and success. Remember Bulacan State University; remember to bring Glory wherever you may go,” she said.

“Show the world what BSU has made you to be, and always strife to make your armor mother proud of you,” Dr. Gascon added.

She said Bulacan State University would remain committed to provide education that is accessible to deserving and qualified students through internationally-recognized and industry-responsive programs set in the 21st century learning environment.

She said the University is also a state-funded institution of higher learning established in 1904 and converted into a university in 1993 by virtue of a Republic Act 7665.

“The University is mandated to provide higher professional or technical and special instruction for special purpose and to promote research and extension services, advanced studies and extension services, advanced studies and progressive leadership in Engineering, Architecture, Education, Art and Science, Fine Arts, Information Technology, Technical courses, Commerce, Agriculture, Forestry, Medicine, Law, Public Administration, Fishery, Leather Technology and other courses as circumstance warrants,” Dr. Gascon said.

She said the University today offers degree programs in the fields of Engineering, Industrial Technology, Arts and Science, Education, Architecture, Fine Arts, Information Technology, Law, Business and Management, Public Administration and Health care.
