Decree cannot work in parliament, Speaker told

The former Minister of Labour Gen. Gathoth Gatkuoth has decried the attempt by Speaker Antony Lino Makana to remove the chairperson of Federal Affairs Otim Denis through a decree.
“The SPLM in opposition in the TGoNU is divided into two groups, there is a group under me and the other is under Taban Deng. So, on Wednesday (last week) Speaker Makana surprised the August house by reading a decree for removal of Otim Denis from the Chairmanship of Federal Affairs,” General Gatkuoth stated.
A political feud continued to rage on between a breakaway factions of the SPLM-IO, which was initially led by the First Vice President, Taban Deng Gai believed to be the driving force behind the attempt to remove Otim Denis.
Speaking to Juba Monitor in an exclusive interview, Gatkuoth said Speaker Anthony Lino Makana had been directed to remove Otim Denis from the Chairmanship of Federal Affairs at TNLA.
Gatkuoth said since Otim Denis belongs to his faction there was a conspiracy to remove him.
He stressed that parliament is a democratic institution it cannot be managed through decree. “After the Speaker read the decree, the house went into confusion.
“The members of parliament demanded for democratic procedure. The house went to vote where ninety percent of the lawmakers voted in favor of Otim Denis,” he said adding, “We managed to defeat the group of Taban Deng Gai.”
He reiterated that decree cannot work in the parliament, saying any attempt to remove Otim would not succeed after winning many massive votes from the lawmakers.
