Activist criticizes appointment of new Directorsin Jonglei

A human rights activist was criticizing the appointment of new Director generals of ministries in Jonglei state.

Earlier, Jonglei governor issued gubernatorial Order No. 4/2021 for the appointment of State Director Generals in Jonglei State under article No. 99/(2)(a) of the Transitional Constitution of the government of Jonglei State, 2011 as amended.

Speaking to Juba Monitor, David Garang Goch, the chairperson of Jonglei Civil Society Network said that the appointment of director generals was not up to the expectation of the Ministry in terms of technical know-how,special when he looked at the appointment of technician director to the ministries,particularly the ministry of parliamentary affairs.The one who that was appointed as the general he was a medical doctor who didn’t know anything about the legislation and director general is only a key player that runs the ministry because he was a technical person that runs the day-to-day affairs at the ministry. It was wrong appointment that was made by the governor.

“We need the councils of ministers to sit down and check the qualification of the person who is to be appointed as director general with work experiences, because director’s general is the civil servant which should not be selected at random by the politician so that can calculate them in doing their biting.the director generals are technical person that tackle the challenges facing ministry because they run from the top to bottom, so there is noway a medical doctor be appointed as the director general at the ministry of parliamentary & legal affairs”. Said Garang

Goch added that governor with his appointment has neglected 35% which was one of the core agenda in transitional government that was the bigger mistake in his appointment of Directors and we didn’t expect the government of Jonglei state to misrepresent not only gender but also some community were not represented at all.

He revealed that he called on State government to balance the number of appointed director generals because majority had dominated which may make some communities feel neglected. But balanced representation could help the unity and peace among the people of Jonglei State. He said that he urged the governor to revise the appointment.

Meanwhile, Veronica William Jieng,the Minister for Information and communication said that the issue of the director generals was discussed by council of ministries and approved the lists of appointed director generals for the ministries and only the governor knew the reasons why he neglected the 35% of women participation and there was no way for this order to be reverse.

On Thursday, last week the governor of Jonglei state issued gubernatorial Order No. 4/2021 for the appointment of 17 StateDirector Generals in Jonglei State. In the exercise of powers conferred upon the governor of Jonglei state under article No. 99/(2)(a) of the Transitional Constitution of the government of Jonglei State, 2011 as amended.
