Finance ministry suspends assistance as financial year elapses

The National Ministry of Finance and Planning has restricted and suspended finance assistance of any kind in the Ministry for all the individuals as the financial year approaches an end.
In a Ministerial order dated April 26th, a copy of which Juba Monitor obtained, Minister Salvatore Garang Mabiordit ordered for suspension of all kinds of financial approvals to allow preparation of financial reports.
“This time is a closing period for 2018/19 Fiscal Year Budget and a start of the new budget for 2019/20. So we are reporting the actual expenditure and cannot again approve for over expenditures,” the statement partly reads.
The order further revealed that all the urgent payments necessary were to be approved by only the Minister instead of any other person in the Ministry.
The Deputy Minister of Finance and Planning is only mandated to approve related payments when the Minister is out of the country while acting in his place.
“1st Undersecretary, Undersecretary for Planning and Director General of Accounts are to only prepare the short lists for prioritized claims and any other urgent payment in the Office of the President and security needs,” the statement said.
The announcement also revealed that such urgent payments could only be channeled and presented to the minister for approval including the transfer from the Block Accounts to Current accounts.
The order dated 26th April circulating on media is required to be strictly understood and adhered to by the senior staff in the Ministry with immediate effect.
Minister Garang was not immediately available to give more information on the matter.
